Library Rules

Purpose;

The Ministry of Trade (Ministry) aims to meet the research needs of internal users together with external users ensuring and controlling the circulation of publications inside and outside the library with certain rules.

General Rules;

  1. The Members of the Ministry, other institutions, academic staff, doctoral students and graduate students can benefit from library resources and services.
  2. Ministry staff who want to loan material from the library should complete the library membership process first.
  3. The staff of the Ministry who complete the membership transactions can loan only with their own institution identity cards. No loan is given to another user via another user.
  4. The user has to show the institution’s identification card when benefiting from the lending service.
    • In case of loss of ID card and a change in ID card
    • User must inform the Library in advance.
  1. Users have to loan publications 30 minutes before the library closes.
  2. There is no photocopying service in the library, scanning service is provided for the demand of user with in the framework of copy rights.
  3. Electronic and printed sources are protected under the 5846 Law on Intellectual and Artistic Works with 1988 copyright treaty. The scan from the original source should not exceed an article in journal or a part of the book(10%)
  4. The use of theses is also limited by copyrights. Theses can be scanned to the extent permitted by the author.
  5. The staff working in other public institutions as well as academic staff (including doctoral students and graduate students) can benefit from the collection at the Economy Library.
  6. Minutes are kept and necessary actions are taken against those who damage the library material and articles.
  7. Smoking is strictly forbidden in library.
  8. In the library, food is not consumed.
  9. The mobile phone can not be used in the library.
  10. All material in the library is protected by the magnetic door security system and library material without borrowing can not be removed. When necessary, the library officer can check on the users and check their bags.
  11. If the users unintentionally damage any book in the library, they must inform the attendant.
      

Lending Periods and Numbers from the Library; 

  1. Only Ministry staff can benefit from library resource loan service. The Ministry staff may loan up to four (4) books for fifteen days (15 days). At the same time the user has the right to extend the material up to twice (2) if not requested by another user.
  2. The user loans books through the "Ministry Personnel Card." The user can view the publications and the return dates by selecting the title of the Library Account on the web page.
  3. Periodicals are not loaned, only used in the library.
  4. Printed institutional theses are not loaned, only used in the library.
  5. Reference Resources and Rare Books (Encyclopedia, Dictionary, Handwriting Works, Stone Print Works, Engravings etc.) are not loaned.
  6. The library can shorten or abolish the lending times of widely used publications in line with their needs.
  7. No loan is available for users with overdue publication.
  8. The library may request the return of the loaned publication without expiration.
  9. If the loaned book is lost, the same book is provided by the user. If the book is lost and can not be found on the market, a corresponding book will be provided by the user.
  10. Users from outside the Ministry can only use the collection in the library.

 

Interlibraries Loan/ Document Delivery Service Rules;

The Ministry may benefit from the interlibrary loan service. For more information, see: ILL Service

Extention;

  1. An extension of return can be done before the end of the return period of the book loaned from the library. This can only be done twice (2) for the same book / books. If the book to be extended is urgently requested by another user, the book can be given to the new user without extension by the library management. Books that have not arrived on the due date may be requested back by the library management.
  2. If no "reserve" is set by another user, the return time for each loaned item is extended twice in electronic environment using the Library Account link on the library web page. The material must be brought to the Library Advisory Bank so that it can be extended more than twice.

 

Reserve;

  1. Books loaned or reserved by a user can be reserved by other users.
  2. Reserve of Publication can be done through the library automation system (OPAC) or by attending to the library.
  3. Users bearing overdue publication can not reserve.
  4. When the reserved book is returned by the previous user or if book reservation is canceled for any reason, the member is notified by e-mail message.
  5. If the reserved publication is not received within three (3) days from the date of notification, it is given to the next user. If there is no pending user, it is sent to the book shelf.
  6. The number of publications to be reserved can not exceed the number of publications that the user can loan (4 pcs).

 

Return;

  1. The user is obliged to return the loaned material to the library on time and without damage.
  2. If the user lends the material loaned to someone else's use, he / she takes full responsibility.
  3. In case of long term appointments or appointments made to the overseas organization or local provincial organizations, the loaned  materials are delivered to the Library. Borrowing materials will be delivered to the Library in order to ensure that there will be no disruptions in services even in the case of appointments that are longer than the lending period for a short period of time.

 

Overdue Publications;

  1. No loaning is available for users bearing overdue publications.
  2. The user who makes the habit of delaying loaned publications is constantly warned by the Library and  no lending service is provided for a period of time  that the library will determine.

 

Lost and Damaged Publications;

  1. Users are obliged to protect and not to damage the publications they loan.
  2. The library sends a reminder message to the user's email address one (1) day before the return date.
  3. The library warns the user via e-mail notice for the return of  overdue material.Responsibility for overdue material belongs to the reader.
  4. The user has to obtain and deliver the same or last edition of the publication within 15 days to the library if the print of the lost publication is available.
  5. The user is obliged to obtain and deliver to the library the equivalent publication to be determined by the management within 30 days.
  6. The loss procedure is applied if the publication is found to be damaged by the user.
  7. Memberships of the users whom deliberately  damage the publication  are terminated and the damage in compensated.
  8. The memberships of users whom get out of the publication from the Library without permission are terminated.
